How reliable is the SWR Timetable Consultation document?

Hi

I found the consultation document on this page https://www.southwesternrailway.com/plan-my-journey/timetables/timetable-consultation-december-2022 which is the 2022 plans.

My question is are these proposals or definite changes?

Also am I reading it right that they will be including Vauxhall on every journey on the Reading->Waterloo line?

The existing thread seems to have been locked but I did hear an update yesterday at an RCTS talk I went to, which was presented by managers from SWR. The key message was that SWR is in discussion with DfT and/or Treasury (not sure now which was mentioned) regarding what from those proposals can be implemented, with the comment that they expected the December 2022 timetable to be "broadly as it is now". I asked specifically about the evening peak service on the Epsom line and they said there were no current plans for more trains but December 2022 was still under discussion. There used to be six per hour and there are now two.
