How much rolling stock is directly owned by TOCs?

I’d always assumed that since privatisation locos/units/etc were owned by rolling stocks leading companies, but the post on the GWR sleeper thread about the pair of 08s for sale mentions that the agent is instructed by GWR, implying they’re the owners.

Is this right?

If so, how widespread is this?

Can't answer the actual question but depot shunt locos may come under depot facility / plant departments along with wheel lathes, lifting jacks and fork lift trucks and may be treated as a piece of equipment rather than rolling stock in a fleet.

Island Line class 483s are owned by the TOC I believe. There was a bit of an uproar when it was revealed that the TOC had been paying a ROSCO large sums to lease 1938 stock AIUI!!

TfL briefly owned the Class 345s (or at least whichever ones had been delivered at the time), before selling them off and leasing them back to raise money for the new tube trains.

First Group own a number of Class 43s and 143s for GWR. I believe GWR has retained all of the First-owned Class 43s for use in the "Castle Class" HSTs.

FirstGroup is not a TOC though and they don’t own any 143s. There are three 143s and five HST power cars owned by the GWR franchise, in addition to the 12 power cars and 42 trailers owned by FirstGroup.

I believe Scotrail own the remaining 314s for a short while before withdrawal
