Lastly tbtc, as for there being 'no major settlements between Lancaster and Carlisle', that's also true of Newcastle & Edinburgh. Yes, a Bham service linking all those places would be a good thing-but it doesn't need to continue to Edinburgh, and can probably, by the same principle, pick up people in Stafford, Crewe, Warrington, Wigan, Preston, Lancster and Carlisle. Given that the VT service current manages the journey to Edinburgh in 4 hours via the west coast, as opposed to 5 via the east, that probably works better-especially as it means some quite big places (e.g. Warrington, Wigan) get a regular service.
