Yeah except in this case they will be responsible for worldwide sales except the Japanese domestic market.
In addition to Japan, you can also include Argentina, Asia, Australia, Brazil, Canada, China, East Asia, India, Korea, the Middle East, Mexico, Russia, South Africa Taiwan and the USA as areas where Hitachi Rail is already present and would therefore not be of any relevance to the UK-based "global expansion" role.

The European office is being put in charge of all those international operations. Only Japanese market will remain outside its control. Essentially will be two division with Hitachi, Japanese operations based in Japan and International operations based in London.

Source? Their very own website (i.e. not the hilarious BBC article) refers to three divisions of Hitachi Rail - America, Asia and Europe/Africa - and this "global expansion" team in London which looks like being a rebranding of the smaller Europe/Africa division.

It would be suicidal for their chances of getting the California HSR project to shut down their America division and try to run it out of an office in London, and even worse for their chances of winning Asian contracts outside of Japan where they are behind the eight ball on cultural grounds even without getting Westerners involved.

It makes sense, many global organisations are configured in this manner, as it means business with partners can be discussed during the same working day.

Indeed, and being run from London doesnt mean the sub regional offices will close down, they will just follow a different chain of command when filing their expenses and sales and pleading their case for the allocation of resources.

The advantage of London is the timezone allows the same people to talk to Asia in the morning and America in the afternoon.
