Good afternoon all,

I received a PCN from NCP on the 07/09/2022 for a parking session on the 29th of May which I attempted to pay the same day on NCP's "Pay Later" page. I exceeded the 20 minute free stay and left 43 minutes after entering and I forgot to pay at the time, which is no big deal because NCP have their pay later page. However, when I returned home and entered my car's registration to pay for my session, it came up with something along the lines of "there are no outstanding sessions or payments". I tried again in the evening with the same results. Then I receive a PCN over three months later. I've already appealed on the grounds that despite my attempts to pay that there website wouldn't give any outstanding fees for my registration which has since been unsuccessful. I've taken this up with Citizens Advice who have advised me on what to do next, but does anyone on the forum know of of anything helpful? I was also informed by a colleague that supposedly they have to send a PCN in good time otherwise I can appeal it on those grounds. Thanks in advance for any advice.

Not really an area we're very experienced in (though I'm sure some people will try and help). Personally I'd suggest checking out: http://forums.pepipoo.com/ as they do have people who are experienced in dealing with parking charges.

When you say "PCN",

Is that a "Parking" Charge Notice, or "Penalty" charge notice? Penalty Charge Notices are enforceable in Court, IIRC, whilst Parking Charge Notices from a private parking firm are not. Though there is nothing to stop them selling the debt to a debt collector who absolutely will enforce it.

Speaking from personal experience, I've been in receipt of two Penalty Charge Notices, which were fair enough as I was in the wrong. The first I'd misunderstood a Parking restriction and the second I'd parked on a Council car park, gone to work and forgotten to pay for it. I've also recieved a Penalty Charge Notice, which I promptly told them to eff off as it should never have been issued. And credit where it's due, they gladly accepted on appeal.

Thank you all for the replies so far. Taken it up with POPLA so I'll see where we go from there.

That was the outcome? I'm about to make an appeal with POPLA over NCP "Pay Later" at Southport Station Carpark.
