Horses for courses. Trains are ideal for transporting large numbers of people in long "consists" at fairly long intervals on routes with stations far enough apart to get up to line speed. Trams can provide a frequent service with stops closer together but with lower capacity per "train" and are also able to venture onto streets. They both are limited by the need to keep to fixed tracks meaning that a failed single tram or train can cause mayhem. Buses again have their strengths - flexibility - roadworks or accidents on a route can be bypassed - but they are only as fast as the general traffic.
In "Northern Land" trains tend to be 2 or 3 coaches long so don't really offer much in the way of extra capacity over a tram.
