I used HEx for the T123-T5 transfer recently and having just missed a HEx, I had to wait while the T4 shuttle reversed and a Heathrow Connect terminated. The HC unit was unloaded and then set off empty into the tunnel (I was assuming there was a head shunt)

Then when I finally got to T5 station the HC unit was parked in the other platform! Is this normal and why don't they run it in service to give an extra transfer option?

It is a normal occurrence and trust me the front line staff have asked the same question many times....

I dont know why they couldn't run the HEX services alternately to T4 and 5, run the connects in passenger service to T5 and run the shuttle to T4 albeit reduced to 2 an hour, connecting with the T5 hex.

The reasons are all the more puzzling when 2T78 and 2Y80 work to / from T5 without any problems (Monday to Thursday evenings only).

Could it be HEx management wanting to make it a real palaver to get the Connect so most people will stick with HEx?

I'd be all for it but the majority of customers and staff would be confused and complain! :)
