Is there any minimum time requirement between tapping out and tapping back in at either Hayes & Harlington or Hatton Cross?

No. Touching out and back in on gates which are not an out of station interchange does not have a minimum time to break the journey.

Touching out and back in at gates can always be done instantaneously. Likewise at validators as long as you use a different validator for each touch. If there is only one validator then you need to wait 30 seconds.
