Harrow and Wealdstone to Queens Park timings

For travelling Harrow and Wealdstone to Queens Park on weekdays, trains are generally scheduled to take 22 minutes. But behind this, as far as I can make out from comparing the Lioness timetables and the live departure boards there's a (to my mind) odd difference between Lioness and Bakerloo trains.

• Lioness trains are generally timetabled to take 17 minutes Harrow and Wealdstone to Willesden Junction then 5 minutes to Queens Park
• Bakerloo trains are generally timetabled to take 15 minutes Harrow and Wealdstone to Willesden Junction then 7 minutes to Queens Park

Does anyone know the reason for this difference? Why would Bakerloo line trains run faster as far as Willesden Junction and then Lioness line trains run faster after that?

The running times are the same except for Bakerloo line trains taking 1.5 minutes longer between Kensal Green and Queen's Park. The Overground takes longer in the first section due to having 1/2 minute of performance allowance at each of Kenton and Wembley Central, and also having 1/2 minute extra dwell time at Willesden Junction.

DC line trains have performance time added in between Harrow and Queens Park. DC lines have 5.5 minutes in the WTT to Queens Park, LUL have 6 minutes.

The LUL trains are also ‘approach controlled’ onto LUL infrastructure and crawl through the carriage shed before arriving at Queens Park
