Thought it might be useful to post Stephen Hammond's statement on refranchising in full, as a point of reference for other threads: -

New Franchising Programme

The Secretary of State for Transport, Philip Hammond:


The Government is committed to a major reform of rail franchising that will benefit passengers and taxpayers alike. In preparing our policies we have paid careful attention to the views the rail industry, and others, have expressed to us. Our reforms will create longer, less prescriptive franchises that will give the industry more freedom to innovate, address passenger needs, and more incentive to invest. The reforms will also help achieve the radical efficiency changes needed for a sustainable lower cost railway for the long term. This will include a more equitable balance of risk between the public and private sectors, including replacement of the ‘cap and collar’ revenue support mechanism with one linked to economic indicators. There will also be stronger emphasis on partnership and closer working between train operators and their local Network Rail Route teams, allowing integrated decision-making which benefits passengers and drives out cost.

These new type of rail franchises will replace existing ones, as and when they expire, and I have today published a comprehensive forward timetable for the re-letting of rail franchises that represents a deliverable and balanced programme. My aim in doing so is to give the market clarity about the timing of the opportunities that will arise. In producing this timetable, I have had regard to the impact on bidders and their sub-contractors of trying to compete for too many franchises at once, and the likely reduction in value for money to the taxpayer that would result.

In summary, the new programme is as follows:

  • As I have already announced, the new Inter City West Coast franchise will commence in December 2012, with an Invitation to Tender (ITT) issued to the pre-qualified bidders in January 2012.
  • Following First Group’s decision not to exercise its contractual entitlement to take up a 3-year extension on its existing Greater Western contract from 2013, this will now be the next long-distance franchise to come to market, with the new franchise commencing in April 2013, instead of 2016 as originally planned.
  • As a result, and to avoid having to offer more than one long-distance franchise competition at the same time, with possible consequences for taxpayer value, the new Inter City East Coast franchise will commence in December 2013.
  • Turning to commuter franchises, there is no change in my plans for Essex Thameside, with the new 15 year contract due to commence in May 2013. The same is true for South Eastern, where the new franchise will start in April 2014.
  • In light of the likely delivery timescales for Thameslink rolling stock, I judge it right to exercise my contractual entitlement to bring forward the start of a new franchise to September 2013. The franchise is likely to be shorter than 15 years, with a focus on managing services through the major Thameslink infrastructure upgrade. It would then be re-let at the end of the project.
  • To accommodate the changed dates for Thameslink and Inter City East Coast, I intend to move the start of the long term 15 year Greater Anglia franchise to July 2014, exercising the 12 month extension that is included in to the short franchise that is currently being competed.
  • I have concluded an agreement with First Keolis TransPennine Express (TPE) which extends the current franchise. The extension incorporates the flexibility to terminate the franchise between April 2014 and March 2015. This flexibility could allow the start dates for the new Northern and TransPennine franchises to be aligned in April 2014, by also exercising the short extension provision in the current Northern franchise. Having both existing franchises end at the same date could allow for these franchises to be combined, or split in different ways. I will be considering the optimal configuration and intend to seek views on the optimum structure from local interested parties. The timescales outlined above will allow for proper consultation and consideration of the possibilities of a radical restructuring in the Northern/TPE area.

In summary, Great Western and Thameslink have come forward (by 35 months and 18 months respectively), the Northern and TPE franchises could now be aligned with a start date of April 2014 - so that we have greater flexibility in re-letting - and two other franchises (Inter City East Coast and Greater Anglia) have been pushed back to accommodate the acceleration of Great Western and Thameslink. Three franchises (Inter City West Coast, South Eastern and Essex Thameside) remain unchanged.

I have already been clear that not all of these franchises will look the same. I believe in horses for courses and a pragmatic, not dogmatic, approach. I will be guided by what drives value for the taxpayer and service for the passenger on each individual franchise.

Some commentators have suggested this represents a huge programme of work and a major culture shift in Government. I agree with them. It is arguably the biggest programme of franchising since the industry was originally privatised. But it is also a major programme – and a significant culture shift – for bidders. There should be no doubt about our determination to deliver on this agenda, nor the importance of managing it properly.

Revising the programme in this way, while remaining clear about our objectives reflects my view that success depends on having a crystal-clear and unwavering strategy, coupled with a willingness and ability to be agile and tactical in implementing it. The end result of this work will be a new rail franchising system that delivers better outcomes for passengers and better value for money for taxpayers.

So the new rail franchising model is finally ready to roll. It's good to finally get some solid dates for some of the planned franchise renewals, such as East Coast, which has helped to dispel some of the uncertainty that has been prevalent recently.

I'm surprised that the Northern framchise has further potential for a short extension to 2014. I thought the previously announced extension to 2013 would be the limit of the franchise. It certainly looks like TPE and Northern could be merged if the end dates of the current franchises are to be synchronised.

I wouldn't have thought that Pacer replacement would begin until after the North West electrification project is fully in place (in 2016), so hopefully a 2014 start date for the new franchise wouldn't affect the timing of any new trains being introduced. The new Northern franchise definitely needs to be specified as a "growth" franchise this time to allow the Pacers to be replaced, Northern have been too long sweating the same old assets at a time of record passenger growth.

This could either be a brilliant idea or it could result in lots of oddball "local" ideas (Underground stock on the Harrogate line etc).

Regardless of my political leanings in other areas, I still can't make my mind up over whether this coalition is a good thing or not for the railways - the language is certainly interesting, but I'm worried that this will mean fragmentation...

I think the D78 stock on the Harrogate line would be great, maybe not the ideal electrification but it frees up other stock and adds much needed capacity.

If the new franchise is for 2014-2024 or even longer it'll need to mention when an order should be placed for Pacer replacements and an estimate number of carriages to order (subject to growth predictions), whether the order is likely to be 2014 or 2017.

Remember LM's franchise spec says all units they inherited (except 350/1s) will be replaced or at least fully refurbished over the course of the franchise.

So DOR are to run EC until Dec 2013? A lot longer than originally planned when NX were given their marching orders.

Anyone know what the current date is for Southern? Ah found it now, July 2015 with a possible 2 year extension.

There had been mutterings (McNulty) that Southern and Thameslink would be combined as well, but the dates don't fit, and the Southeastern date doesn't fit either - so maybe no TPE/Northern style carve ups are being progressed down here...

It's the wrong width for National Rail and it will require platform extensions though* so will be costly to do the work without the electrification.

* shortening the trains wouldn't give as much extra capacity as they were proposing.

The only stock which is due to be replaced on LU in the near future, that is suitable for NR, would be the 1972 stock on the Bakerloo line but that will also be the only option in the foreseeable future for new cascaded units suitable for Island Line services.

I guess there will have to be some carve-up, since most of the new Thameslink paths south of London are directly replacing Southern services (rather than being "brand new" services)?

With this happening, there's more reason to just combine the two completely, but I suppose this'd create a monster of a franchise.

I'm still trying to work out whether the Government want bigger franchsies (combining Northern and TPE, combining NXEA with C2C, combining Southern and FCC)...

...or smaller franchises (e.g. some of the suggestions about "local" lines being dominated by PTEs or local partnerships)?

In other words merge Northern and TPE back to what they were when Arriva Trains Northern ran them? AKA "this was a bad idea".

Yes, that's right, and I've been trying to emphasise this for a while. I still think a possible solution would be to merge SN and SE once both their various routes have been transferred to Thameslink. Operating Thameslink (in its 2018 status) successfully, with its reach over such a wide goegraphical area, but having to be at St Pancras or Blackfriars with very accurate timing will probably be quite enough for one TOC's management to sort out.

Of course, there are plenty of precedents for individual routes or parts of routes to be transferred between TOCs during franchises by variation. On a smaller scale there was stuff like SWT's Brighton and Paignton/Plymouth services being farmed out to others...

The commentators are right that the Dft have a lot on their plate though, East Coast extension is mainly because their working on the West Coast franchise. Southern franchises the routes were to be gradually merged into Thameslink anyway wernt they.

Many are, but there's still a significant proportion that won't. Nothing that currently runs into Victoria is going to change much at all...

The potential for a merger of Northern and TPE seems certainly be, if not explicitly on the cards, then possible.

But c2c (aka Essex Thamesside) and NXEA (aka Greater Anglia) are definitely remaining separate - the rescheduling of the next long-term contract for Greater Anglia (and confirmation that Essex Thamesside will be a 15 year contract) if anything confirms that.

The review in to franchises suggested that TPE North could be merged with East Coast. The next East Coast franchise is set to start Dec 2013, a few months ahead of April 2014.

So could we see a repeat of routes being merged in to the franchise after it starts like with fTPE? (They took on North and South TPE initially, then Manchester Airport to Windemere and Barrow were added, then Manchester Airport to Blackpool was added.)

It could be specified in the franchise to manage the merger. But really it comes down to knowns, if the East Coast bidder knows that it will soon after commencement be managing additional routes then its okay, if you negotatie the franchise then a month later turn around and say 'by the way these changes are forced on you now', or you run the tendering asking for bids where there would be 'a chance' that the additional routes would be merged then it wouldnt be okay as its uncertainty to the bidder.

So for example if from the outset in the contract theres a clause 'Contract option 17a, you may be asked to run these extra services in the manner previously agreed for which you would recieve an additional £70m of subsidy in the first year thereafter in the negotaited subsidy formula, after three years a premium of £60 per year inflation adjusted is payable to the dft'.

It would be really expensive for the Dft to tack it on out of the blue after the East Coast franchise has begun.

I don't think anything which doesn't run east of Manchester, to either Sheffield or Huddersfield - should be considered TPE.

On the same note, perhaps the faster Calderdale services could, especially in advance of Victoria becoming the new TPE hub for Manchester.

SWT Passenger is right as too much of Southern will remain after the Thameslink programme to merge into a super franchise.

Thameslink is intended to be running: -
Current Brighton Services
Taking over London Bridge - Horsham stoppers
New LBR to Three Bridges trains (which will take LBR - Reigate/Tonbridge times)
Taking over LBR to Caterham/Tattenham services
Peak only services to East Grinstead

Presumably the Reigate and Tonbridge trains will be diverted to Victoria as the commitment in the Sussex RUS was for 4 Trains per hour through Redhill to Victoria. I've seen mention of a new Three Bridges to Victoria slow service so maybe this will combine at Redhill with Reigate/Tonbridge trains otherwise there will be no room for them.

Additionally I suspect that the Wimbledon Loop trains will be added in to the Southern franchise (makes sense to me but...)

Southern will still be a big franchise it is now even after Thameslink, plus I don't see much distribution of stock from Southern as it will need all of it to extend the length of its existing trains - much needed.

Pretty much, but I think that the separate Transpennine franchise is working better than the previous operation combined with Arriva/Northern Spirit, excepting the routes such as Manchester to Scotland which should really be part of West Coast and most of the rest of TPEs' North West interests which should be part of Northern if only there was alternative suitable rolling stock available.
