As I recall that is a facility to allow your computer to "talk" to your screen, and is incorporated in the DotNet Framework required for BVE4. Maybe a reinstallation of DotNet will cure your problem?

HAL means hardware acceleration. If BVE can't access it, a number of functions that would normally be carried out by your graphics card have do be done in software mode instead, which will slow BVE down quite a bit. You may be able to solve this problem by updating your graphics card driver. I also seem to remember that lowering your color depth (in the BVE menu) might help.

Oh and yes my PC can say that because I have a narrator on it, mate put it on and dunno how to put in off.
And the reson it would not work was the colour settings, I had on 32 bit, but for some reason my BVE don't work with it, all I had to do was put it to 16 bit.
And to think I actually reset the pc and wiped the Hardrive!!! SILLY ME!!!:-?:???:
