GWR Delay Repay Oddity

A friend of mine was delayed 120 minutes on GWR and so filed delay repay and the 2hour delay was approved, but the email says that they will only be refunding £53.59 on a £62.70 ticket, bought on the GWR app so no fees involved. Does anyone have any clue why GWR wouldn't refund 100%? The ticket was a return but no other delay repay claim has been made for the outward journey.

No obvious reason why it has been calculated that way - I would suggest appealing.

I believe the return portion of a super off peak return from Blackwater to Cathays with a 16-25 railcard. No delay repay claimed on the outbound journey. Return journey exactly 120 mins late due to GWR curtailing all trains at Bristol Parkway then Swindon, to control the number of trains into London due to an issue at Southall. Email confirms GWR have approved the full 120 min delay was correct.
