Was ETCS sufficiently mature at that point?
THe ECML installation seems to be taking quite a while...

I think the better question is: how much effort and resources were being put into advancing the work that was needed?
The first ERTMS/ETCS system used on the British railway network is on the Cambrian Line. See also the history of ERTMS.
