Guildford hit by several engineering blockades simultaneously

Are engineering work/maintenance budgets set in a similar way to most organisation budgets with regard to the financial year, to the point that a flurry of blockades appear in the last couple of months to use up any remaining budget? This certainly seems to be the case with roadworks, where temp lights and/or road closures get more numerous in February and March.

This work around the Woking area, on 25/26 March (week 52) has been in the EAS section 7 for all four versions published so far, it’s not a recent decision at all, I suggest Hook is a red herring.

I’m sure I’ve seen many similar possessions in the past, and am wondering what it really has to do with the subject of this thread?

It looks like a fairly standard Woking possession which happens several times each year. Plus possessions around Staines which are presumably related to the ongoing resignalling work.

To an extent, but its worse at the end of a control period as underspends suddenly need to be spent.
