I suspect, judging by the bunting and the fact that the miniature railway is running through what appears to be a car park, that the miniature railway is a temporary affair for some form of celebration and is therefore a red herring. This removes the seamingly big clue.
I see no sign of electrification and no DOO mirrors by the car stop signs (plural, indicating that multiple formation lengths operate here) (which tend to be a in the south, certainly going back a few years as the picture feels dated).
There is either only one platform or the platforms are staggered.

Beyond this analysis, I really don't have a clue. Gomshall?

Central Division? Sticking by my no third rail theory and the NSE sign, this leaves us with Marshlink and Uckfield (I think East Grinstead was electrified pre-NSE, I may be wrong though). I seem to recall a couple of festivals on the Marshlink at some stage, so let's go there. I think Rye would be a likely location and it has slightly staggered platforms. Rye? Open floor if right.
