Well deduced. Colchester it is.

Taken on April 12th 1993, just before the field in the background was officially vandalised - look carefully and the street lamps for the development are already in place in it...

I did notice those lamp posts and I thought maybe another WCML car park - but I did think they are mainly steel multi storey and not on a slope. That lead me to think maybe non WCML and best guess was GEML but no way I could have narrowed it down to Colchester.
