With the lack of uptake of the open floor, give this one a go (though I may not be around for much longer this evening)

Where did this all too typical problem rear its ugly head in this case?

I will guess at

Reading..

The station is now building site with scaffolding and temporary hoadings, everywhere...!

(open floor if correct)
