What are people's thoughts on gtr selling tickets for different brands. Is this fair or are they not complying to the contract?

They operate the service on behalf of the DfT, so that is really pretty unlikely.

Do you mean GTR selling tickets for Southern, Gatwick Express, Thameslink and Great Northern; or selling tickets on behalf of all other train operators?
If the former, then that's no different to the split between South Western Railway and Island Line, or the split between West Midland Railway and London Northwestern Railway. If the latter, then all TOCs can retail the majority of all other train operator's tickets.
