Interesting article in the Financial Times.

Link here https://www.ft.com/content/16011adf-94a6-415b-8d3a-78f4cbbddc58

It unveils some interesting financial stats. The basic annual operating fee is £8.8 million, but there is another £22 million available based on performance. Wow!

The FT headlines that the performance targets have been relaxed due to underperformance against the current ones in 2023!

It is under paywall so can't see the article, but as a GTR user - the performance on Great Northern is shocking. In particular on the ASLEF dispute days where they can't run 50% of the service without people volenteering to do overtime..

Attached a PDF copy of the article.

Main takeaways:

  • 7 cut targets, but only one is used in performance payment calculations
  • Lower targets can be seen on the GTR site: https://www.thameslinkrailway.com/about-us/how-were-performing/service-quality
  • GTR regularly missed over 2/3 of the nine measures in the first year from April 2022
  • DfT statement was, "Performance should be assessed through targets that are achievable and incentivise operators to deliver concrete improvements that benefit passengers"

There is more to 'performance' than running trains.

Much better informed commentators than I have often pointed out in these forums that 'performance' in this context does not refer only to train reliability and timekeeping but much much more to things that interest the DfT. These cover things like the TOC's grip on costs and their reduction, meeting DfT schedules for reports and financial targets, budgeting, cash flow control and so on.

That's strange. All the ones (9) listed on the Thameslink site are related to things the customer is interested in. And, would you believe it, they beat the targets on all nine in the last reporting period up to 6 Jan.

basically they need them to achieve the performances targets to stay on the pitch the low management fee was just to convince outsiders they were screwing them down on profit

liked to know who scores them i would certainly not score them high especially on information during disruption
