Rockstar have announced they are to release a "toned down" versionof GTA IV, so more people will be able to play it, instead of over 18s only at present.
The new version is still in beta testing at the minute, but a few clips have been leaked.

There was a 13 year old playing online earlier, we all told him to go play on his trike
I'm under 17 and have access to the game. Bloody, bloody video game murder hasn't affected me in the slightest 
My Mum was fine about buying me GTA3, VC and SA though. I don't think she realised how extreme the game really was, but then that speaks for most parents that go and buy their kids the game. I remember my friends 5yr old cousin "picking up hoes" ...He actually said that! Hahaha. Not a clue what a ho was though.

Some people are affected, especially really young kids (Fred's age :razz who're really influenced by everything the see and hear. But I played the GTA3 series a lot and I've never murdered anyone or started pimping or doing drug runs, and I've never known anyone try to emulate one of the games in any way.

I think parents buy the game without realising how graphic it is.
Kids as young as 12 are getting their parents to buy the game for them. I bet 9 out of 10 of these parents haven't got a clue what they've just bought their kid. It's an 18 for a reason.
