Groupsave 4 Online purchase with Railcard

I’ve been attempting to buy a Three Bridges to All zones travelcard for Saturday, with Network Railcard - as a Groupsave for four people.
As it’s a Saturday, I believe there is no minimum fare. I expected the total fare to be £13.20 (the fare for two passengers using the FCC fare). All I’m offered by the booking engine is a total fare of £20, which I believe would be correct without railcard.
I’ve tried using RSH and the FCC page (both of which I think are ATOS based).
Am I mis understanding the fare rules and it really should be £20 or is there something amiss in the web coding?

Railcard discount can't be applied to Groupsaves.
