But carrying around a diesel engine is not really a major disadvantage.It is in the nature of commuter rail systems to branch and branch as they get further away from the city centre until you're left with 2tph or less. A naive look at number of carriages per hour on a section of track would make you think that it wouldn't be worth wiring up these sections. However, if you only wire up the trunk, every single train would have to carry around a diesel engine anyway, significantly reducing the value of the electrified section.
Indeed every single IEP manufactured will be issued with at least one diesel engine. If they were such a horrible handicap I doubt that would be the direction we are moving in.
But the advantage in the suburban case is that large parts of the suburban network is already electrified. It also avoids the argument that diesel engine pollution will not be tolerated in busy city centres - because there will be no diesel engines running in said city centres.This reduction in value is reasonable on busy mainline routes like the GWML where bi-modes off of the very long rural branches will then need to act as high-capacity units on the mainline core. On a branching suburban network the additional weight, cost and complexity of bi-modes has to be considered against the idea of just saving the money on electrifying the trunk in the first place, as you could plausibly run the entire network unelectrified and save the capital cost of doing anything.
The bi-mode has no greater capital requirement than a modern DMU - the additional traction costs apparently are dropping to zero judging by the way that railways that have embraced electrodiesels appear to be doing so almost to the exclusion of pure diesel traction.
I'm arguing that you can have a mixed electric/bi-mode fleet, but that's only possible if you use bi-modes sparingly on branch line routes alone. With the argument you had above, you wouldn't be able to have any electric-only units, as eventually every line gets to the point where electrification isn't worth it.

It requires something north of 50 route kilometres to be electrified, which will translate to something north of £200m at current prices.
It will either require dual voltage units to operate or necessitate some slightly problematic earthing works in Southport that will likely hike the budget even higher.
To be honest if ORR and NR hadn't decided that third rail was verboten it would be a perfect scheme, at least west of Wigan - low traffic density extension of existing territory and impractical for 25kV at the present time for cost reasons.
Do you really think you can justify spending two hundred million or more pounds to avoid a couple of million pounds on rolling stock [which is what it would cost to buy electrodiesels instead of pure electrics] and then the cost of buying diesel for those unelectrified route kilometres which are lightly trafficked anyway?
A problem that would not exist if you purchased electrodiesels.The reason why electrification isn't currently planned for it is that then there wouldn't be a balance across Manchester, so services would have to inefficiently terminate in the city centre rather than running through.
And once you have those electrodiesels then you have to look to see whether or not you can justify wiring those specific route kilometres. And I don't think you can.
But this line is nowhere near being suitable as a diversion route, it doesn't even really go anywhere.It's like the Whifflet Line up in Glasgow, which has now been successfully folded into the electrified Argyle Line network despite having only a 2tph short DMU service beforehand. Wiring it up gave another electrified diversionary route for mainline traffic (the Whifflet wiring was designed for 11-car Pendolinos).
And you can try doubling the service density first and see if anything happens.
If the electrification to Moels Cop and the branch line to Crossens hadn't been abandoned you would be in significantly better shape - but it has been.
Assuming mechanical/hydraulic DMUs are actually significantly cheaper - which remains to be seen.Electric operation of a bi-mode set is not a tick-box exercise, and using the wires only after Salford Central would be a pointless tick-box exercise. At that point, you may as well just run a mechanical DMU all the way.
Additionally it avoids pollution in the city centre from diesel operation - which is an important political context.
If the additional cost of bi-modes is small then there is little reason not to use it.
But these nonexisting diesel engines have to be purchased at enormous cost.A diesel engine that doesn't exist needs even less maintenance than one that's used half of the time.
So it will take more than 30 years to electrify to Aberdeen, Hull and Lincoln?ICEC's fleet does thousands of route miles each day, covering an amount of track which would be totally unfeasible to electrify quickly within the age of the trains. The suburban network around Manchester or another Northern city is a different issue altogether.
If that is the case we might as well give up and go home.
