Great Northern Restriction L4

Is there any reason why NRE (and presumably GTR as the fare-setter) would have changed its interpretation of Restriction L4 (not to arrive London before 10.00)?
Previously, NRE would give an itinerary for off-peak travel using the 08.46 from PBO, 09.00 from HUN etc but now it will only show later trains from GTR stations but, perversely, still the earlier train from PBO. TVMs and ticket offices still sell tickets for the earlier train (which is the one listed in the details of the restriction). Surely NRE (and the TOC’s own website) should sell tickets in line with the restrictions.

I think that it's a result of the wording of the restriction - see the times for Peterborough and Huntingdon:

Thanks for that. But it does say "until the times shown" and the time shown is the departure time for the first permitted off-peak train. The actual restriction (as shown on TVMs) is "not to arrive London/KPA before 10.00". And, strangely, Trainline powered sites do offer an itinerary using the earlier train.
