Great British Railways: Strategy, Research and Development

British Rail had a Research and Development department. Will we see this under GBR? Or will it be left to the private sector and market forces?

In a similar vein, who will determine strategy for the railways? Potential re-openings, traction and stock needs, chasing business and the like?

There was a lot more to BR than just running trains. I've not heard much about meeting demand and exploiting future markets under GBR.

A good example from the past, would be the development and introduction of the APT, albeit ditched due to finances and politics. Will such things happen under GBR?

Not sure I fully understand the overall purpose of GBR. Is it just about delivering passenger trains? Just the current set up but nationalised?

Will there be a ministry over the railway? DfT? I hope it is all positive for the railway and its users.

Network Rail does R&D. Not to the extent of having a dedicated department like BR did, and some of it is farmed out to specialists. But it still goes on, and will still have to go on once GBR absorbs it.

AIUI GBR will cover everything done by NR and the Passenger operators.
