The DfT have effectively been running most of the railway for years anyway (that’s why it’s failing I mutter to myself…..)
QuANGOs are not automatically a bad thing. British Rail was a QuANGO and was very good at what it did on its incredibly tight budget.
There are QuANGOs that are a waste of money, but a single organisation running the railway is not an example of such. It would be much more efficient than Network Rail plus 10 or so TOCs all pulling in slightly different directions.
