in my humble opinion....All passengers really want is a train that will arrive on time, Have space to sit down and relax and a reasonable priced ticket. All these Advance..Time...Operator..etc. just causes confusion (I see it every day) and then myself and my colleagues are "bad guys" for having to enforce the rules. Everything is way too complex and needs to be simplified. To the average person a Train is a Train they are not looking for markings of which operator it is etc. all they care about is if it goes to the destination they want. Ticketing needs not to be revolutionised but made simple and with a touch of common sense.

From the other side of the fence I agree with your opinion. A subset of a reasonable priced ticket is consistent pricing for similar combinations of route / journey time type i.e. main line 100+ mph, secondary e.g. Manchester <> York / Scarborough or rural e.g. Cumbrian Coast.

Sounds similar to my personal approach for forming an opinion on public transport, the 3 C's - Convenience, Cost, Comfort. Fulfil all of those, and I see no reason why people would switch to public transport en masse.

Is that a fair expectation or not?

To me yes.

Couldn't the dft just write franchise specifications to create a GBR why would it need legislations. The DfT have let out concession based franchises without legislation before.
The existing legislation gives specific powers to DfT, ORR (the regulator) and Network Rail.
GBR changes all that, taking power away from the other entities (like timetabling, fares and issuing passenger service contracts).
There would be legal challenges doing that without new legislation.
Current legislation also determines how parts of the railway are contracted out - presumably that is going to change too.

GBR isn’t being binned. This thread is rather misleading to be honest. It was evident last year that parliamentary time would run out without solid support from the Prime Minister. There is more pressing government business, unfortunately it has been pushed back but as others have said GBRTT will continue as normal and many of the changes can happen without legislation.

After years of over inflation fares increases, they want cheaper fares that don't catch them out.

Noting that the cumulative rise in the price of rail fares over the past 4 years has been approximately half that of RPI.…

Indeed and on that note we will lock this thread until such times as parliamentary timescales etc are known

thanks all
