Gravesend to Ramsgate off peak return

Can anyone tell me whether a passenger travelling from Gravesend to Ramsgate via Faversham is entitled to travel back from Ramsgate to Gravesend via Ashford International and Ebbsfleet? If this route is not allowed and the could the passenger be penalty fared on the train or simply charged an upgrade?

Via via Faversham only. A ticket between Canterbury Stations and Gravesend Route EBSFLET+HSNOTLON will need to be purchased if travelling via Ashford.

Travelling via Ashford is deviation from permitted routes between Canterbury West and Gravesend, so a Penalty Fare may be applicable.
