For the sake of £25 I'd just pay the settlement to make the matter go away.

Whether deliberately or not the OP's son gave an incorrect origin station. Put yourselves in GWR's shoes for a moment and you'll realise this is a very reasonable offer to avoid court.
We still don’t know whether or not he said Bradford-On-Avon or Avoncliff, if Avoncliff it seems like a waste of £37. But I would agree that if he said Bradford, just pay up.

If the interaction was recorded and you ask for it to be reviewed
1) They might agree the questions were imprecise and it's understandable why the wrong station was named, and then reduce the settlement offer to just the cost of the fare
2) They might decide it does look to them like a deliberate attempt to short-fare and increase the settlement offer to include the extra costs of the staff time involved in performing this review you asked for
3) Having reviewed the evidence again, and in the light of the new information about the true origin station, they might withdraw the settlement offer and proceed with a prosecution

As others have said: if he said Bradford-on-Avon then he could be accused in court of attempting to avoid his fare by giving the name of station with a cheaper ticket than Avoncliff. Given what the letter says it is likely that GWR think that he said this and may well have evidence of this, though we though we can't know for sure what evidence they have of course.

Paying the settlement makes this go away without risking the possibilty of a more serious prosecution and a criminal record. For the sake of £37 I'd pay this tonight if it were me.

£12 is owed for the fare so the additional amount we're talking about is £25. It's worth that to make it go away, given what's been posted I really don't know what the debat's about.
