Google+ continues as part of GSuite (I think that's what it's called), so it's still available mainly to business users, but the consumer side closed a couple of months ago.

I liked G+ and preferred it over Facebook, but towards the end it was a bit of a ghost town.

It does (with some exceptions), but as you say, what use is a social network without participants!
