Hi,
I am was recently involved with a mistake regarding my 16-25 young persons rail card in that it was out of date and I didn't realise and tried to use it. I was then contacted by the Kings Cross prosecution office asking me to send a letter explaining what happened which I duly did. I then received a second letter asking me to ring 02079229061 regarding the matter. I tried this number for 2 days calling in total about 15 times and leaving messages. After 2 days and reading online on forums such as this I found that getting in contact with anyone on this number was extremely difficult. Therefore I decided to send an email to the address on the letter I received, sent a fax to the fax number on the letter I received and sent another letter in the post to them saying the same thing (that I wasn't able to speak to anyone but was trying). A lovely man rang me the next morning at 08:20 and we were able to promptly sort out the issue and this allowed me to pay a fine rather than have to go through any court action. So my advice to anyone experiencing the same issue is just keep trying and try alternate methods than just ringing and someone will get back to you.
Hope this helps!
