It's one of those mnemonics, made up of initial letters of something you're supposed to remember......like ROY G BIV or BOMDAS.......but I can't recall what it's actually a reminder for. Something to do with chemistry, maybe?

Well it is a mnemonic but nothing to do with chemistry.

Which actor played the Dean?

I think there were actually two: one in series 1, 4 and 5, the other in 2 and 3. (I had looked it up, so have disqualified myself.) There also seems to have been a bit of wife swapping by the deans!

OK. The one that I was thinking of was Ernest Clark....but I'll bow to @Gloster 's superior knowledge and call it a dud. Open floor please.

It was John Barron in series 1,4 and 5, and Ernest Clark in series 2, 3 and a special. However, it was Ruth Kettlewell as the Dean’s wife in 1 to 3 and the special, and Joan Sanderson in 4 and 5. (Was there a sitcom in which Joan Sanderson didn’t appear?)

I seem to remember after 9/11 the US government calling in Hollywood writers because 9/11 was a failure of imagination on the part of the security services. Executive Decision released in 1996 (not based on a Clancy novel btw) sort of precluded it. Suicide "bombers" hijacked and planned to use an aeroplane (747) with a plot to use it as a weapon. However, there was a Clancy novel eerily similar - Debt of Honour.

I did a lot of research at the time because I had time on my hands having moved to the US but my wife and child had not yet joined me. I came across this Cleve Cartmill guy who apparently iirc, wrote a book during the 2nd world war which discussed a fictional "A Bomb/nuclear weapon" as part of the plot.

That was way too close for comfort for the USA -CIA? FBI? Other? - It sounded extremely close to the "Top Secret Manhattan Project".

I forgot exactly what happened after that though.

That's right, he had some knowledge of physics and described a device which was similar to those being worked on in the Manhattan Project. The FBI accepted that it was a coincidence and I think they just said he musn't publish his work.
