Basically Jonathan Ross (at the time a TV researcher) and his friend formed 'Television X' and CH4 commissioned the programme but Ross & co couldn't find the right presenter, Ross wanted it presenting in a certain way and after some deliberation it was decided he should have a go at doing it ... hence the last resort as he said.
