Well he was an umpire wasn’t he the first to get a double century in each innings and if not mistaken at least one was not out too.
Near enough. He was the first person to hit a double century in both innings of a first class match (Kent v Essex). He remained alone in that feat until the Sri Lankan Angelo Perara scored two double centuries in 2019.

Another cricket question:- In all 2,429 Test matches played to date, which is the only side to have lost all ten wickets in an innings all clean bowled - i.e. no lbws, no caughts, no stumpings, etc?

I'll suggest -- very far from certain of rightness -- Connecticut the one of the four above, which is not correct; I'll substitute Virginia.

Connecticut is definitely wrong. Even though Hartford is similar to Hertfordshire

I think it may be St Paul - Minnesota since you say Richmond VA is not correct.

Lincoln, Nebraska and Dover, Delaware if that helps anyone but I can't think of any others.
I remember a comic where they were thinking up all the state capitals and trying lots of songs.
