Given that he would have been middleagedish when he did his, what would now be very unethical, work I would guess at last half of the 18th century. 1771 and 1780 are incorrect so I will try

A systematic but tedious way of doing this is to just post innumerable guesses starting at 1701, but I am not (quite) that strange and sad an individual.

Ok as you are so close, the correct answer was 1796.
