A bit tenuous, but Tiswas regular John Gorman was also in the group Scaffold with Mike McGear, who is the brother of Sir Paul McCartney.

As you say, the Scaffold was a group formed of musical performer Mike McGear (real name Peter Michael McCartney, the brother of Paul McCartney), poet Roger McGough and comic entertainer John Gorman. (They are best known for their 1967 hit single Lily the Pink.)
John Gorman made regular appearances on the British children's television show Tiswas between 1978 and 1981, and was one of the Four Bucketeers, a novelty band whose highest-charting single was "Bucket of Water Song", which reached No. 26 in the UK Singles Chart in 1980.

I know that Kazakhstan used to be Almaty but it was switched to another city whose name escapes me.
And said city underwent a name-change last year ! I suspect that they do it, specifically to make things hard for the likes of us
...I guess this is as far as we'll get -- the thing doesn't really lend itself to hints, that I can think of.

Douglas Home was Kinross and West Perthshire, but I'll give you that. Boris is actually Uxbridge and South Ruislip, but close enough. Others are correct. You have scored 21 points.
