Must be Joseph Paxton then?

Correct. He drew a sketch of the Crystal Palace on a piece of blotting paper whilst at a MR board meeting- from this sketch in less than two weeks he had it costed and fully designed.

Apologies to the V & A the sketch is in their collection not the British Library.
