No, anyway surely a commercial made for cats should be made by cats and would probably feature sparrows and mice being slaughtered, minced and stuffed into tins.

I am guessing this is a play on words and this is to do with a cat's-whisker detector?

It is not a play on words.

Another clue: Instead of Whiskas it could have been Kitekat or Iams; the brand isn't important.
