They had been experimenting using dolphins to carry bombs to submarines, so I reckon they were looking at a retraining program for one of the dolphins.

Not just that, but the plan was to strap explosives to a Dolphin, get the creature to swim next to Castro whereupon the Dolphin would be remotely detonated by a submarine

(Incidentally, in the village people video you linked, the guy in a officer's uniform at the start pipes aboard several seamen using a whistle call used for senior officers coming aboard and the forward 4.5in gun is trained inwards of the lubber's line and would appear to be aiming at the Port Admiral's Office)
