b) is not quite a palindrome

Correct, well spotted.

Annie, vote more cars race Rome to Vienna.

...should be:

Anne, I vote more cars race Rome to Vienna.

...which is a palindrome.

I can't claim to have devised the palindromes but I will take credit for swapping the letters.

I'm not sure if Suede have ever played in California, and TimSYoung40145 may well be right that they all had songs with California in part of a song but this is too vague of an answer.

The "song title" angle may be worth exploring, however.

An interesting angle, but California has nothing to do with the answer.

Ok, I admit this wasn't a very good question. Turns out there are a million things that could link all those bands. Cut me some slack, it was my first attempt.

Whigfield could also be added to the list.

Same here.

Which advertising duo linked Jackie Chan, Kelly Osborne, Rolf Harris and Darth Vader?

Correct! :D I'm surprised you got it so quickly!

Wooly and Worth were the advertising duo - a sheep puppet and a sheepdog puppet - who fronted Woolworths' television adverts. I think it's pretty clear that something was wrong with Woolies' if they were selling quite high quality stuff as prices as low as they were. But they could somehow afford Jackie Chan!

For the record, here's the video:
