Depends a bit on the definition of "town", as well as whether you pick the maximum elevation within the political boundaries of the town (which may be at the top of a mountain), the elevation of a particular house, etc., but -
I seem to remember reading that Juf in Switzerland is the highest settlement in Europe that is inhabited year-round.

I'm thinking of the definition of a town as a place with at least 5,000 inhabitants (the place in the question has over twice that), a church or two, plenty of shops, a town square, a town hall and a mayor.
It's not Kapikoy - wherever that is.

Yep. Davos - at 1,560 metres above sea level - is accepted as the highest town in Europe as opposed to several villages and settlements which are higher.
