In the Royal Navy, the captain is the highest ranking on board.
In the US Navy he is usually the second highest, carriers have an admiral or similar on board.
I was unsure if you wanted his supposed job or the job he ACTUALLY does - hence the two answers...

I believe in the USN the captain is usually American while in the RN the captain is normally British.
Is someone else in charge of the air wing on a US carrier?
Or is it a more sensible answer of the difference between Title and Rank ?
A US Captain is an actual Captain and an Aircraft carrier can have more than one Captain. RN Captains can have any rank and is the dude or dudette who is The Captain of the ship.
By extension can any UK rank therefore be The Captain but on a US carrier if you were an Admiral you would still be the Admiral and not The Captain
