Only ½ an answer, I know, but:
There was a French impressionist who painted one particular cathedral over thirty times wasn't there? But his name escapes me... I suspect it was he, though?
You are on track with a French impressionist painter...But I need both his name and the name of the cathedral that he painted so many times .

I have most probably dug too deep in the history of South America, as to me, Inti was the ancient Incan sun god, but Cuzco is quite a distance inland and Matarani in Peru is the major port in the local coastal area.
I will now go for the deity of Viracocha (the Sun God and Creator) and the inland sacred site of Ingapirca in Ecuador, with Guayaquil as the seaport.
Wrong country and it isn't a sea port. It is a land locked country and right next to Peru.
In which city would you catch the tram from Garden Road to The Peak?
