HS1 & Dartford aren't in Greater London as far as I'm aware & Bicycles are not allowed in either Blackwall tunnels. The other 3 are correct though you must be crazy to go through the Rotherhithe with the fumes and the gradients at each end! There are more though.

Two possibilities I can think of. Lord Palmerston was fond of sending gunboats, so I'll go for him!
I did seem to remember that the surgeon who introduced the procedure called "lobotomy" was also Portuguese foreign minister at some time. I was under the mistaken impression that his name was "Lobo" (a common enough name in Portugal). I did look it up though and discovered that his name was António Egas Moniz.
