CLUE....His first name is the same as a prophet who is mentioned in the Hebrew Torah.

His first name begins with "E" ... not "I" .... if that extra hint helps.
Think of a prophet in the Hebrew Torah whose name begins with "E".

If by "Torah" you mean the first five books of the Old Testament, I can only think of Enoch.
Including other scripture, I can think of Eber, Ezra, Elkanah, Eli, Eliezar & Ezekiel, but cannot find any naval officer with any of those first names who fits the time!

Perhaps my arcane searching has found a somewhat lesser-known early prophet, as the one that I had in mind was the son of a wealthy merchant and landowner called Shaphat who lived in Abel-Meholah. The name commonly given to that prophet in both Jewish and Muslim Quaranic books is known in English as Elisha.
Another clue to the US Naval personage that I seek is the fact that his funeral in 1857 was said to be the second largest in American history, after that of Abraham Lincoln.
