Jane Horrocks is correct.
The composer is Ernest Tomlinson, who was also born in Rawtenstall, but earlier, in 1924.
He wrote, among other pieces, "Little Serenade" and although his compositions fall into the "light" music category, I still think he's rather under-rated and deserves to be better-known.

In the light of that, I'll award it to you, as it doesn't seem anyone else would have got the Tomlinson connection.
