I remember Guernsey issuing a stamp in 1960 that featured this image, as he was born sometime in the early months of that year.

Till 1969 Guernsey had its regional issues but has been issuing its own postage stamps only since. You may be thinking of the stamp on the upper left in this block commemorating the Queen's Diamond Jubilee. It shows Prince Charles admiring an infant Prince Andrew but the protrait of the Queen isn't part of the picture.

The stamp I am looking for was issued in 1961 by a British Overseas Territory as part of a definitive series.
