Jethro Tull had an album called Aqualung, which is obviously a link to Jacques Cousteau. However I have no idea who Matt Hales is/was.

Yes, Aqualung is the connection. Ian Anderson of Jethro Tull wrote the song Aqualung, Jacques Cousteau was a co-inventor of the aqualung and Matt Hales is a musician who performs professionally under the name Aqualung. Your turn...

Nintendo's mascot, Mario, first appeared in the arcade game Donkey Kong in 1981. Mario (or Jumpman as he was then known) wasn't the protagonist originally planned for the game, as Nintendo intended to use an existing character from outside the company. Technical limitations meant this wasn't practical, so they create their own.

Again, Waluigi didn't exist back in 1981, so Mario couldn't have replaced him.
Note also that the planned protagonist wasn't a Nintendo creation.

Correct. Nintendo found they couldn't make easily recognisable graphics of Popeye, Olive Oyl, and Bluto, so they made some original characters instead. Though they did later make an actual Popeye arcade game, in 1982.
