I'd guess somewhere in Kent - Ramsgate, perhaps? I'd imagine that France would easily be visible on a clear day, but Belgium and the Netherlands aren't that far away. I've never been, so I am only guessing.

England and Northern Ireland are in completely opposite directions, so I doubt if you'd be able to see them both at the same time at sea level (with the rest of IoM getting in the way).

One should be able to stand at sea level on the coast of west Cumbria (around Whitehaven / Workington, say), and see the Isle of Man; and south-west Scotland. (I'm stupid -- I've just blasted-well been to that part of the world, and all-but accomplished that feat !}

not followed it much over recent years so won't be able to answer a way but my dad is a massive fan so I ran it past him and he isn't sure what you mean. Is it a driver who didn't complete qualifying and starts from the pit lane or something like that? My dad went in to more detail but in all honesty I can't recall all he said.

I shall break it down further.

Each track had a maximum limit of 26 starters on the grid for a race, due to garage size limitations. Frequently in Formula One, there would be more cars entered than slots on the grid, so during qualifying, those who got into the Top 26 would start the next day, and everyone below that would fail to qualify and not start the race.

In 1988, the addition of new teams meant the FIA decided to limit the number of cars in qualifying to 30, and due to there being more than 30 cars entered for each race, a pre-qualifying session on Friday would be run, with any new teams for that year running in the session as well as anyone below the Top 13 in the constructors championship the previous season also being in the session. At the end of the session, the top 4 on the timesheets would head to qualifying, and the rest of the cars would end their weekend there. Pre-qualifying ended midway through 1992, due to the bankruptcy of several teams removing the necessity of the session.

It's probably a bad question due to me needing to explain it, so I may declare it an open floor.

I’ve not been to the northern tip of the Isle of Man but it’s certainly plausible this would work.

Another place at sea level where you can see three (and four) countries would be at the Mull of Galloway where you can see Scotland, Man, Northern Ireland and on a clear day the Cumbrian mountains. The tricky bit is getting down to sea level there as the cliffs are steep.
