Maud, Countess of Littlehampton, known as Maudie, was a cartoon character created by Osbert Lancaster.
The head of the Threepwood family, created by PG Wodehouse, was Clarence, Lord Emsworth.
Chichester and Littlehampton are both in Sussex
Jack (who Gwendoline could only love if his name were Ernest), in The Importance of Being Earnest by Oscar Wilde, was found in a handbag at Victoria Station.
Needs more work.
Edit: Yes, @MotCO, Worthing is good for TIOBE. Just the Threepwood connection then? Aha! Emsworth is in West Sussex, they all are.

Close enough, especially I was originally going to say West Sussex, but realised before I put the question up that that was not so. The answer is on or near the coast between Portsmouth and Brighton.
Correct. It was Jack Worthing, who was [spoiler alert] really christened Ernest, in The Importance of Being Earnest and Sir Francis Chichester had several yachts called Gypsy Moth after the aircraft.
I think @MotCO just pips that for getting the basic location.

Correct. It is from Nena’s 99 Luftballons, in English Red balloons. The words divided by the / are (my) translation of the original words (Düsenflieger and grosser Krieger) and the ones in the English version.
