No, the last General Appendix issue was in the late '80s (1988 rings a bell).
Network Rail, the TOCs and the FOCs all now issue their own company instructions or appendices which more-or-less cover the same type of material that used to be included in the General Appendix but there's not a single unified rail industry publication containing those sort of instructions any more.
